President Museveni has appointed Hajat Sharifah Buzeki, the Commissioner of Human Resource Management at the Ministry of Public Service as the new Executive Director of Kampala Capital City Authority (KCCA).

Ms. Buzeki was among the short listed candidates for KCCA’s top job.

The appointment was confirmed early morning today by Faruk Kirunda, President Museveni’s Deputy Spokesperson.

Mr Kirunda also confirmed another major appointment of Mr. Benon Kigenyi as KCCA’s new Deputy Executive Director.

“Their names have been forwarded to Public Service for formalisation. When the process is completed, the Head Public Service/Secretary to Cabinet will formally confirm the appointments,” Kirunda said.

“I have not seen the instrument but I think its true,” Frank Rusa, the Acting KCCA Executive Director told the CEO Magazine yesterday on Christmas eve when we first broke the story of Buzeki’s appointment.

According to Uganda Civil Service College website, Sharifah Buzeki is a Human Resource Practitioner with diverse professional experience in local and central government setting, specialising in human resource management, human resource audit, institution development, inspection and supervisory regimes, managing for result and performance management in general.

Sharifah holds a Master’s Degree in Public Administration and Management, a Post Graduate Diploma in Human Management, a Bachelor’s Degree in Social Sciences obtained from Islamic University in Uganda. In addition, she has attended numerous skills enhancing courses and obtained certificates in Conflict Management, Leadership and Change Management, Monitoring and Evaluation, Training of Trainers and Facilitation Skills; among others.

As a Commissioner of Human Resource Management in charge of Inspection at the Public Service Ministry, she takes lead in designing the implementation of inspection programs, coordinating the pilot implementation of the Pearl of Africa Performance Scorecard, supporting MDAs in documenting and applying Service delivery standards, and provides support to MDAs and LGs to develop and implement Client Charters. Currently, she is Commissioner in charge of Inspection.

Mr Kigenyi is a seasoned civil servant having served for almost a decade, as an Under Secretary at several ministries including, the Ministry of Gender, Labour and Social Development as well as Public Service and Local Government Ministries.
