Tony Otoa is an experienced Public Affairs Coordinator with a demonstrated history of working in the oil & energy industry with a main focus on Local/National content. Skilled in Negotiation, Event Planning, Editing, Event Management, and Public Speaking. Strong administrative professional with a BSC in International relations and a Master’s of Laws in International Law from Oxford Brookes University. 

Mr Otoa spearheaded the set up of the Stanbic Business Incubator and is a business architect in promoting the participation of local Small and Medium Enterprises (SMEs) in the oil sector. The Business Incubator has supported over 1000 micro, small and medium enterprises country-wide.

Otoa was also a key pillar in supporting the oil and gas strategy for Stanbic Bank to support local businesses better, and in so doing, he has delivered more than USD 800,000 in external funding for the expansion of the business training programme moving out of Kampala to other key cities such as Gulu, Mbarara, Mbale and Hoima.

Previously, Otoa also worked as a key advisor to the Uganda Chamber of Mines and Petroleum advising the Chamber on matters of oil and gas in Uganda and the East African region to ensure maximum engagement by the chamber members.  

He was also instrumental in developing policy documents and engagement plans for the chamber on matters of oil and gas and the area of local content.

Otoa worked with Total Energies and contributed to developing and coordinating the strategic political, social and economic networking policy to ensure the good image of the affiliate and the Group and facilitate the affiliate’s activities. 

As a key player, he supported the initial EACOP pipeline discussions and managed the design of the Oil and Gas Industry Enhancement Center (IEC) as well as the standardization of Heavy Goods Vehicles (HGV) for oil and gas.
