Felix BobOcitti overseas policy development, advocacy and technical support to African Union member states. He has 14 years of experience in the oil and gas sector.

He previously served as Manager, Operations and Compliance and a Senior Geoscientist at the Petroleum Authority of Uganda (PAU) where he was instrumental in advising the Ministry on the award of licences and monitoring compliance of exploration licensees.

Before joining Petroleum Authority of Uganda, Ocitti worked in the Ministry of Energy and Minerals Development where he played a key role in reviewing and recommending for approval the field development plans for the Tilenga project.

He is a member of the African Union AMREC Working Group charged with developing and promoting the African Minerals and Energy Resources Classification and Management System (AMREC), and also a member of the United Nations Resource Management Systems (UNRMS) sub-group and member of Petroleum Working Group (PWG) under the United Nations Economic Commission for Europe (UNECE).

Ocitti is a co-author of key international sector publications including the “Supplementary Specifications for the Application of the United Nations Framework Classification for Resources to Petroleum” and “African Minerals and Energy Resources Classification and Management System” including the “Pan-African Resource Reporting Code”.

Ocitti holds a Master’s in Petroleum Geoscience (Development & Production) from Imperial College London UK, a Master’s in Petroleum Geology (Exploration) from China University of Geoscience, LLM International Law and Policy from the University of Dundee UK and a Bachelor of Science, Industrial Chemistry from Makerere University.
