Emmanuel Mugarura is a former business journalist- turned-businessman and an ingenious executive,  promoting Uganda’s private sector interests in oil and gas, especially in the upstream.

He’s the Chief Executive Officer of the Association of Uganda Oil and Gas Service Providers (AUGOS), an umbrella organization that brings together local service providers in the oil and gas industry.

The Association works closely with the government, oil companies, contractors and various stakeholders in the industry to create an enabling environment for local businesses to participate and thrive.

Since its formation in 2011, the association has focused on improving its capacity and standards.

In 2019, while meeting the Parliamentary Natural Resources Committee said that many local investors were not well experienced in the oil and gas business, and it inevitably affected them with larger and more experienced foreign firms having a higher competitive edge in the oil business.

Under his leadership, the association has made strides in securing business in the oil sector for local contractors.

Mugarura is also a key facilitator at several oil and gas training sessions for extractive journalists at the African Centre for Media Excellence – a non-profit media organisation.

Mugarura also runs Corporate Image, a Public and Media Relations Consultancy firm offering public relations services to the CNOOC’s KingFisher oil project in the Albertine Graben as well as other players in the sector.
