Dr. Tom Buringuriza

Dr. Tom Buringuriza is the Country Manager for Armour Energy, an Australian Oil and Gas exploration company that was licensed for the Kanywataba License Area in Uganda. 

He managed the bidding process and negotiated the Production Sharing Agreements, and went on to recruit, train staff and procure various contractors to implement the work program of the company. He handles all Government relations and all compliance as required by the regulator in Uganda. 

Dr. Buringuriza has wide experience in both public and private sector setups, for over three decades with valuable contacts and knowledge of the different investment environments and processes in the East African region. He has experience in senior management with multinationals such as DHL and MAERSK and with development agencies, such as GIZ. 

He’s a national consultant for skills development in Uganda working for the GIZ program on Oil and Gas. A member of the Presidential Investors’ Round Table (PIRT), a platform that advises the government of Uganda on the investment climate for Oil and Gas and other sectors. The members of this body are appointed by the President of Uganda and coordinated by the Prime Minister. 

He holds boardroom experience as a Board Member of Citibank in Uganda and facilitates investments to set up in Uganda; experience in agriculture, oil and gas, shipping and other sectors. 

At the Uganda Investment Authority (UIA), he was deputy and later Acting Chief Executive Officer. He travelled widely to attract specific investments to Uganda. As Senior Economist at the Uganda Civil Aviation Authority, he participated in world tourism expos to promote Uganda’s tourism and air traffic to the Entebbe International Airport.

Dr. Buringuriza holds a Bachelor of Statistics Degree from Makerere University, an MBA, a Master of Philosophy and a Doctor of Business Administration from Maastricht School of Management (MSM).
