President Museveni has asked the Inspectorate of Government, the Inspector General of Police, the Directorate of Public Prosecutions, and the Statehouse Anti-Corruption Unit to investigate Keith Muhakanizi (above) and other government officials at the ministry, over possible subversion, corruption and or criminal negligence.

Ministry of Finance Permanent Secretary and Secretary to Treasury Keith Muhakanizi has issued a circular requesting All Accounting Officers to prepare Budget framework papers (BFPs) for Financial Year 2021/22 in line with National Development Plan III (NDPIII).

According to Mukahinizi, the Budget call circular issued earlier in September, 2020 provides guidelines for preparation of BFPs along the programmatic planning and budgeting approach under NDP III.

A draft medium term expenditure framework (MTEF) was also issued along the approved 18 programme areas.

In view of the strict PFMA Act 2015 and the up-coming elections,” Muhakanizi said, “The process of aligning the Budget to the NDP III will be undertaken in a phased approach (FY 2021/22-FY 2022/23).”

Respective BFPs are expected to be submitted not later than 13th November, 2020 in line with the PFMA Act 2015.

Embracing Development programmes

Last month, Finance Minister Matia Kasaija called upon Local Government leaders to embrace NDP III program approach and effectively participate in budget preparation and execution process.

He urged Local Governments to strengthen their revenue administration and collection measures to raise more revenues which will be part of the financing sources of the budget for FY 2021/2021.

On delayed payment of salary, pension and gratuity arrears Kasaija said this is not acceptable, saying, “I have added Accountability for arrears and timely payment of arrears on financial reporting to the requirements for appointment of an Accounting Officer.”
