Doris Akol, the Commissioner-General of URA, has made changes in her senior management team, rotating four commissioners and promoting one assistant commissioner to Acting Commissioner.
One Commissioner, Mr. Begumisa Protazio, previously the head of the Internal Audit and Compliance Department goes into retirement.
Begumisa has been replaced by Herbert Rusoke, previously the Commissioner Corporate Services, now moves to the Internal Audit and Compliance Department as its Commissioner.
Mr Patrick Mukiibi, previously the Commissioner Tax Investigations is now the new Commissioner Corporate Services.
Henry Saka previously Commissioner of Domestic Taxes now becomes the Commissioner for Tax Investigations. Saka is being replaced by Dickson Kateshumbwa who has been the Commissioner, Customs Department.
Mr. Abel Kagumire who has been Assistant Commissioner Customs Audit is now the acting Commissioner Customs Department.
Ms. Patience Emily Tumusiime Rubagumya, remains in her position as the Commissioner Legal Services & Board Affairs.
In an email to all URA staff, today at 10:14am, Doris Akol wrote: “Dear Team, in line with the Leadership Rotational Framework which was approved by the URA Board of Directors on 31st July 2015, I have made changes in the deployments of MEC members”
“The changes will take effect on 1st April 2020. Please welcome and support your leaders in their new roles as we take URA to Greater heights,” she further wrote.
URA recently rolled off a new corporate strategy 2021/25 in which they seek to become a centre of excellence in revenue administration as well as innovation for taxpayer administration.
Ian Rumanyinka, the URA Spokesperson confirmed the changes and said they were normal changes.
“URA is an institution of National influence, deliberately it has built an all-round leadership team that is capable to lead in all capacities. The reason you see URA leadership in most of the efficient institutions like UNOC, PAU, UNRA, KCCA,” he said in a Whatsapp interview with this reporter, adding: “It is not unusual, this is very normal here at URA. Best practice for any growing institution. It is in line with our culture which is the URA Way.”
