Dr Elly Karuhanga, Founding Partner, Kampala Associated Advocates.

Hon. Dr. Elly Karuhanga (Ph. D.) is a Founding Partner of Kampala Associated Advocates together with the former Chief Justice of the Supreme Court of Uganda, Justice Bart Katureebe, Mr. Oscar Kambona and Mr. Sam Mayanja . His former law firm; Karuhanga & Co. Advocates, merged with three other law firms to form Kampala Associated Advocates in 2001. He became managing partner in 2006 to 2008.

Dr. Karuhanga is a top legal mind in the oil and gas sector and has acted as legal counsel to a number of oil companies from upstream to downstream, including French super giant, Total Energies.

He is also the Founding Chairman of the Uganda Chamber of Mines and Petroleum⏤ a not-for-profit, member-based voluntary organization that represents the interests of private players in the mining and petroleum sectors. 

In the oil industry, Dr Karuhanga served as the first president of Tullow Uganda and has since been at the forefront of the sector. His law firm has negotiated Production Sharing Agreements, Petroleum Licenses, and the set up of oil and gas companies in Uganda.

He’s an articulate and eloquent speaker, and he has used his voice at several oil and gas summits both at national and international levels, to rally for financing and investment into Uganda’s oil projects. He’s a passionate writer on oil matters and has published several articles about national content.

Shortly, after the signing of the Final Investment Decision in 2022, Karuhanga wrote an article titled, ‘The FID – An Opportunity For Ugandan Businesses and Individuals To Reap Big From The Oil And Gas Sector.’ In the article, Karuhanga argued that the FID would unlock an ecosystem of opportunities that Ugandan companies and individuals in all industries can benefit from.

Dr Karuhanga has been very active in several spheres of the economy sitting on numerous company boards such as such as dfcu Bank, Nile Breweries (SABMiller), Mweya Safari Lodge, Paraa Safari Lodge, Chobe Safari Lodge and Silver Back Lodge.

He acted as Counsel, advising Eskom in Uganda and in Ghana, Crane Bank, Mugoya construction company, Tropical Bank Uganda, Pepsi Cola and Coca Cola companies, Rift Valley Railways, Almar Container Group, Total E&P, GAPCO, Multilines, ARPE ( Maji Powerr), VS Hydro, Bureau Veritus, Ogas, Intrasoft, Securiport, China ComService, SKA Energy, SK Engineering, South Asia Energy Management Systems, Mota-Engil and Apollo Hotels Corporation T/A Sheraton Hotel Kampala among many others.

He has worked in a diplomatic capacity as Honorary Consul General of the Republic of Seychelles to Uganda since 2005.

As a dedicated public service champion and has served the public office several capacities including being one of the framers the 1995 Constitution of Uganda which is still in force. In addition to being a distinguished member of parliament for two terms.

He holds an LLB (Hons) from Makerere University and a Post Graduate Diploma in Law from the Law Development Centre, among other major qualifications
