UGANDA’S 100 OIL AND GAS LEADERS: Edgar Mugisha, Managing Partner – Atacama Consulting

Edgar Mugisha is a Managing Partner at Atacama Consulting, a leading consultancy firm in environmental and social impact assessment, resettlement action plans, environmental auditing and due diligence, monitoring and evaluation, and carbon footprinting among other key roles.

According to his LinkedIn profile, he’s an experienced Environmental Advisory Services professional with a demonstrated history of working in the environmental services industry for a range of clients that include; multinationals, UN organisations, the World Bank, and International Finance Corporation, among others.

Mugisha has played a key role in leading the consulting firm’s involvement in the oil and gas sector which spans close to a decade. This is especially true in the provision of Environmental and Social Impact Assessment (ESIA) services for exploratory drilling activities in Exploration Area 4B (the current Ngaji block) to Dominion Uganda. Its operators at the time.

The perception then, was that such a service was best entrusted with international environmental consultancy firms, as the national capacity to undertake such work was deemed to be close to zero! Fueled with a determination to correct what was a misconception, Atacama was able to take advantage of the opportunity and exceeded expectations.

Atacama’s execution of the Dominion engagement has since paved the way for numerous assignments in the sector for all the key players including Total Energies, Tullow and CNOOC.

Mugisha holds a Bachelor of Science in Environmental Management from Durham University and a Master’s of Science in Environmental Assessment and Management from Oxford Brookes University.
