Ugandan Samallie Kiyingi has been appointed General Counsel for Corporate, Commercial and Institutional Banking and General Counsel for Europe and Americas at Standard Chartered Bank based in Singapore. She was appointed to the post effective October 2023.
The high flying Harvard educated lawyer is vastly experienced in banking matters making her a target of big multinational corporate organizations.
Along the way she has garnered skills in insurance, team management, negotiation, wholesale banking, entrepreneurship, business strategy, trade Finance and others.
Kiyingi started her banking career as an associate, Wholesale Banking and Finance Practice at Ashurst (formerly Blake Dawson Waldron)Ashurst (Formerly Blake Dawson Waldron) in Sydney, Australia in 2002.
Two years later she moved to United Kingdom where she became a Senior Associate, Structured Products and Financial Market Group at Clifford Chance.
She worked there for six years and in 2011 she joined Deutsche Bank in the UK as Global Head of the Securitisation Regulatory Policy and Advisory.
In April 2017, she became Director of Legal Services / General Counsel at the

African Export-Import Bank (Afreximbank) based in Egypt before being tapped by Standard Chartered Bank in October this year.
Dr Sandie Okoro, the Group General Counsel at Standard Chartered Bank who will be Kiyingi’s immediate boss welcomed her on board.
She said Kiyingi brings with her a deep understanding of some of the world’s most dynamic markets that make up the bank’s 170-year history.
“Her experience driving high value projects will be a great asset as we unlock the most exciting growth opportunities and create sustainable value for our clients, our people, and our communities. She has a whole list of achievements, but something which is very close to my heart, is her role in leading the restructuring and negotiation of the African Union’s initiative to procure Covid-19 vaccines. This resulted in the delivery of vaccines to 220 million people in Africa and the Caribbean,” she wrote.
