Christmas has come early for Victoria University (VU) as the National Council for Higher Education has approved the granting of a charter to the institution . A charter is issued by a relevant authority to create or recognize a university. It is the grant of authority or rights, stating that the granter formally recognizes the prerogative of the recipient to exercise the rights specified.
