Nampeera’s position as a Deputy General Manager to Mr Phillipe Groueix – the General Manager, is anchored in all TotalEnergies oil activities in Uganda and is responsible for human resources and administration, contracts and procurement, national content, as well as legal and compliance.
She’s also a Director at the East African Crude Oil Pipeline(EACOP) Limited with an office in London, UK.
Nampeera’s experience cuts across the energy business value chain with over 30 years of experience in broad business, legal, and regulatory experience and exposure spanning four jurisdictions in East Africa, Europe, South East Asia, and Central Asia.
She’s an astute problem solver with a proven track record for successfully managing complex operating contexts and commercial negotiations.
Nampeera previously served as Leader of Tullow Oil’s business and organisation in Uganda and was responsible for setting the strategic direction, for the organisation, operations and/or joint venture activities of the Tullow entities in Uganda.
Nampeera kicked off her career with Uganda Petroleum Company (Formerly Mobil Uganda) between 1994 and 1998 and was actively involved in providing legal and operational policy advice on a range of complex issues arising across the operations and activities. She was also involved in developing, reviewing, drafting and negotiating all major commercial agreements, claims, disputes and ligitation.
Nampeera also worked as a company secretary and legal advisor for Shell Uganda between 1998 and 2003. Thereafter, she became the Legal Advisor of Brunei Shell Petroleum where rose through the ranks to become the Legal Counsel for Shell International BV in the Hague Netherlands.
Tullow Oil is reputed for its long history in Uganda since the discovery of oil in 2006 and in the next phase of building the momentum of Uganda’s major oil development project till its exit in November 2020.
Nampeera holds a Bachelor of Laws (1992) from Makerere University and a Diploma in Legal Practice from the Law Development Centre. She also obtained a Master of Laws in Commercial and Corporate Law from London School of Economics and Political Science. Nampeera has an additional qualification of a Diploma in Petroleum Policy and Management from PETRAD-Stavanger, Norway.
