Yesterday CEO East Africa Magazine broke a story that the contract of Professor David Mpango Kakuba, Civil Aviation Authority (UCAA) Director-General shall end on June 30th and it shall not be renewed over age.
We also added that the ministry of works has written to him asking that he prepares a detailed end-of-term report by Monday June 22nd 2020 to facilitate a smooth cross-over.
Today we bring you the letter written by Joy K. Kabatsi the Minister of State for Transport and copied to the Hon. Minister of Works and Transport, Edward Katumba Wamala; the Hon. Minister of State for Works, Hon. Peter Lokeris; the Permanent Secretary, Ministry of Works and Transport, Mr. Bageya Waiswa and the Principal Private Secretary to H.E the President, Dr Omona Kenneth.
The letter titled: End of Term Report and Expiry of Your Contract of Employment, reads:
I acknowledge receipt of your end of term report to the Hon. Minister of Works and Transport which you copied to me (ref. CAA/MD/09/034) dated 2nd June 2020.
I have noted that your contract of employment under reference MIN/PERS/26 dated 27th June 2017 in which you were appointed Managing Director (now Director-General) will expire on 30th June 2020.

Taking into account the remaining time of your contract and to enable a smooth and orderly continuity of the activities, of the Authority and in accordance with provision No. 12 of the terms and conditions of service therein, you are required to submit the following:
- A comprehensive handover showing the level of implementation of activities in detail beyond what you stated in your end of term report. The handover should specifically show the level of implementation of activities of the Strategic Plan for FY 2018/19 to FY 2022/23 as well as the recently developed Covid-19 and Post Covid-19 Contingency Plan.
- Guidance on handling and conclusion of Audit issues of ICAO including Certification of Entebbe International Airport on one hand as well as Financial Audits by the Auditor General and any other that may still be outstanding.
- Special report on the progress of the large number of UCAA projects showing their level of implementation and funding.
- Level of implementation of the UCAA (Amendment) Act, 2019 provisions and way forward to enable full and continuous implementation.
- Collaboration with Institutional arrangements at Global, Regional and National levels for follow up for both UCAA and the Ministry.
- Any other matter that merits attention.
Please ensure that the above are concluded by Monday 22nd June 2020 to enable you to discuss the handover with the Ministry and UCCA for smooth flow of aviation business.
I wish to take this opportunity to sincerely thank you for the services you have rendered to UCAA over the years and especially the time you have been CEO and Accounting Officer which period has registered some achievements as indicated in your end of term report.
CEO East Africa contacted Prof. Kakuba for a comment about his contract expiry but he had not responded by the time of filing this story.
Kakuba has been at CAA for 12 years.
Before becoming Managing Director, Mr. Kakuba was the Deputy Managing Director of the same authority for nine years- since 2008. Before joining CAA, Dr. Kakuba was the Director Management Services/Corporation Secretary for National Water and Sewerage Corporation, a utility charged with the provision of Water and Sewerage Services in urban areas of Uganda for 14 years. Earlier he worked as Deputy Board Secretary of Uganda Electricity Board for six years.
A lawyer by profession, immediately after school he worked as a Senior Magistrate in the Judiciary. Prof. Kakuba holds a Doctor of Philosophy Degree in Business Administration and a Bachelor’s degree of Laws. He is a Fellow of the Institute of Chartered Secretaries and Administrators and a seasoned professional Company Secretary.
