ALHAJ KADDUNABBI IBRAHIM LUBEGA
Chief Executive Officer

Alhaj Kaddunabbi Ibrahim Lubega is a Fellow and Certified Insurance Professional of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF) with over 21 years hands-on experience in finance operations, regulations and supervision. He has passion for good governance, policy making, standard setting and capacity building.
Currently, Kaddunabbi is the Chief Executive Officer of the Insurance Regulatory Authority of Uganda (IRAU) and Chairman of the East African Insurance Supervisors Association (EAISA). He was also the President of the African Insurance Organization (AIO) 2017/2018. He sits on several boards on both private and public entities in keeping his calling to set up governance systems that outlive him.
Alhaj Kaddunabbi has presided over several Legal and Regulatory reforms aimed at strengthening the oversight role of the Authority. These include revision of the Insurance Act to provide for a more risk-sensitive supervisory approach, Bancassurance regulations that set a framework for commercial Banks to sell insurance, Corporate Governance, Market Conduct, Prudential, Intermediaries Regulations among others. He has put in place structures and systems to ensure adequate execution of the Authority’s supervisory mandate including skill enhancement of staff to match the regulatory challenges.
At the sector level, under his leadership, the sector has grown exponentially in terms of Gross Written Premiums from UGX 296.83 billion in 2011 to UGX 973.58 billion in 2019.
His appreciation of the wider financial sector issues has propelled him to initiate and pursue Memoranda of Understanding with different financial sector regulators in the country and outside to ensure adequate cooperation and handling of any systematic risks that may threaten the stability of sector and economy as a whole.
SANDE PROTAZIO
Director Planning, Research and Market Development

Protazio Sande is an Associate of the Chartered Insurance Institute of UK. He holds a Master’s degree in Economic Planning and Policy and a Bachelor’s degree in Economics, both from Makerere University.
He is a seasoned Academician and development Researcher currently pursuing a Doctor of Philosophy (PhD) degree in Leadership and Institutional Management.
Sande joined the Authority ranks as Assistant Director Research and Market Development in April 2012 and was subsequently elevated to Director Planning, Research and Market Development, a post he holds to-date. Prior to his employment at the Authority, he was a Lecturer of Economics at Kyambogo University.
He has served on various Committees of the Authority and of the financial Sector from which he has garnered diverse proficiency in the complexities of Insurance and its interactions with the wider financial sector and the economy at large.
BENERD OBEL
Director Supervision

Benerd Obel is an Associate of the Chartered Insurance Institute of UK, and is a member of the Certified Public Accountants of both Kenya and Uganda. He holds a Master’s degree in Business Administration from the Management College of Southern Africa, a Bachelors of Commerce degree in Insurance from Makerere University, and ACCA Advanced Diploma in Accounting and Business. Currently he is pursuing a fellowship of the Chartered Insurance Institute of London.
Obel has 24 years’ experience as a regulator and as a practitioner in the Insurance industry. He has held various positions in the Authority ranging from Assistant Commissioner Finance and Investment, Assistant Commissioner Technical and Assistant Director Operations and is currently the Director Supervision. Prior to his employment at the Authority, Obel was an Insurance practitioner with National Insurance Corporation and Jubilee Insurance Company.
Obel has served in various committees of the Authority and in the Financial Sector and is a Paul Harris Fellow.
FLORENCE NVIRI
Director Finance

Florence Nviri is a Fellow of the Association of Chartered Certified Accountants and Member of the Institute of Certified Public Accountants of Uganda. Nviri holds a Master’s degree in Business Administration, majoring in Finance from the University of Lincolnshire and Humberside (UK) now University of Lincoln, as well as a Bachelor’s Degree in Commerce and Accounting from Makerere University. Nviri is a Level I Certified Financial Analyst (CFA) candidate.
She is the Director of Finance at the Insurance Regulatory Authority of Uganda and prior to this, she was the Director Finance and Planning at Capital Markets Authority and Chief Manager Finance, Treasury and Administration and Chief Internal Auditor for Post Bank Uganda. Nviri was a Regional Manager Uganda Women Finance Trust Ltd.
Nviri has a wealth of experience in the line of accounting, finance, planning, administration, microfinance and banking, formerly sitting on the Board of ECLOF Uganda as a Board Treasurer and Member. She was also a Council Member for ACCA Uganda and Institute of Corporate Governance of Uganda.
Nviri is a Rotarian and was a Team Leader at Rotary Club of Kampala Sunrise from July 2018 to June 2020.
RACHEL KABALA
Ag. Director Legal / Secretary to the Authority

Rachel Kabala is an Advocate of the High Court who joined the Insurance Regulatory Authority of Uganda (IRA) then the Uganda Insurance Commission in 1998.
Kabala earned her Bachelor’s degree in Law from Makerere University in 1987 and diploma in legal practice from the Law Development Center in 1987. She is a registered arbitrator of the Centre for Arbitration and Dispute Resolution (CADER) vide Certificate No. 0076 in March 2004.
Kabala became an Associate of the Chartered Insurance Institute of UK in 2004 and was later awarded the use of the descriptive title of the Chartered Insurance Practitioner in 2006.
At IRA, Kabala was responsible for setting up the Complaints Bureau where she served initially as a Legal Officer and was later promoted to the level of Manager Complaints and Litigation.
Kabala is currently the Acting Secretary to the Authority / Director Legal and part times as a lecturer for Insurance law at the Insurance Training College.
MUGANYIZI HARUNAH
Manager Human Capital

Muganyizi Harunah is a certified Human Resource professional having attained HR Certifications from the Human Resource Certification Institute – USA i.e Senior Professional in HR International (SPHRi) and Professional in HR International (PHRi).
Muganyizi holds a Master’s degree in Management Science (Human Resource Management) and a Post graduate diploma in Human Resource Management both from Uganda Management Institute. He attained a Bachelor’s degree in Public Administration (Human Resource Management) from Islamic University in Uganda.
Muganyizi also holds a Certificate in Administrative Law from Law Development Center yet a member of the Society for Human Resource Managers (SHRM) – USA and a Member of the Human Resource Managers Association of Uganda (HRMAU).
His 10 years of practical experience in both Strategic and Operational Human Resource Management and Development have enabled him work in various capacities at Uganda Microfinance Limited/Equity Bank, Kampala Pharmaceutical Industries and now as the Manager Human Capital and Administration at Insurance Regulatory Authority of Uganda.
DAVID ASIIMWE
Manager Internal Audit

David Asiimwe is the Manager Internal Audit previously working as the Audit & Assurance Manager at Medical Research Council (MRC) and as the Head of Internal Audit at Joint Clinical Research Centre (JCRC).
Asiimwe is a Fellow of the Association of Certified Chartered Accountants (FCCA), holding a Master’s degree in Business Administration from Uganda Martyrs University with other certifications in Chartered Risk Analyst (CRA) and Public Finance Management Accountant (PFMA) from Global Academy of Financial Management. He holds Bachelor’s degree of Commerce from Makerere University.
Asiimwe has expertise in Risk Management Enterprise, Completion of Audits, Audit compliance, Financial Management, Public Finance Management, Control and Governance.
ROBERT MPALA EDHENGO
Senior Procurement Officer

Robert Mpala Edhengo is the Senior Procurement Officer at Insurance Regulatory Authority of Uganda, holding a Bachelor’s degree and Master’s degrees in Procurement and Supply chain management.
Mpala holds a Diploma of the Chartered Institute of Procurement and Supply (CIPS), UK and memberships with CIPS-UK (MCIPS) and the Institute of procurement professionals of Uganda (IPPU) (CPP). Mpala has been the head of procurement and disposal team for a period of 10 years at Insurance Regulatory Authority of Uganda.
NALUNKUUMA MARIAM
Senior Communications Officer

Nalunkuuma Mariam is a public relations professional with nearly 17 years of self – driven communication practice. She holds a Bachelor’s degree in Journalism from Islamic University in Uganda, and an Advanced Certificate in Public Relations from the Chartered Institute of Public Relations UK. She is currently pursuing a Master’s degree in Islamic Banking and Finance at the Islamic University in Uganda.
Nalunkuuma joined the Insurance Regulatory Authority of Uganda as a Communications Officer in April 2012 and is currently the Head of Communications. Prior to joining the Authority, she was a practicing journalist, having served with Uganda’s two dailies (The New Vision and Daily Monitor newspapers), where she garnered writing and editing skills.
Nalunkuuma has represented the Authority at various stakeholder engagements and regularly interacts with the media and the public on matters relating to the insurance sector. She has gathered expertise in building media relations, brand management and public awareness campaigns.
