Members of the 5th Institute of Procurement Professionals of Uganda (IPPU) Council, sitting for their first meeting on Thursday 8th April 2021, elected Pelly R. Mugasi the Director Procurement and Disposal Department at Bank of Uganda as its Chairman.
Pelly replaces Patrick Kagaba, the Program Procurement Specialist, Resource Enhancement and Accountability Program (REAP) at the Ministry of Finance Planning & Economic Development (MoFPED).
She will be deputised by Godfrey Erukwaine, the Assistant Commissioner, Procurement at the Ministry of Education and Sports.
Chris Byaruhanga, a retired banker and Non-Executive Director at Centenary Bank, was elected as the Chair of the Finance Committee.
IPPU is a professional body that brings together public and private sector procurement and supply chain professionals in Uganda for purposes of ensuring professional conduct and best practices.

Uganda does not have a substantive statutory watchdog that regulates professional conduct especially private sector practitioners.
The membership of the 5th Council itself was voted into office, on 27th March 2021, during the 10th Annual General Meeting of IPPU, held at Fairway Hotel Kampala.
Other members of the council, include Patrick Odida (Uganda Retirement Benefits Regulatory Authority (URBRA) and the former Vice Chairman in the 4th IPPU Council.
Other members voted that sat on the 4th IPPU Council, include Roselyn Mbabazi Tusiime, the Senior Procurement Officer, Uganda National Bureau of Standards (UNBS) and Obadiah Muhanguzi, the Senior Procurement Officer Mulago Specialised Women and Neonatal Hospital.
Erukwaine, the current Vice-Chairman, also sat on the previous Council.
Pelly Mugasi, Chris Byaruhanga as well as Susan Kamazima (Manager, PDU, Makerere University Business School) and Hadija Katusabe, (Senior Procurement Officer at National Population Council) are new members on the Council.
Also new on the 5th IPPU Council, is Simon Nabyama, the Principal Procurement Officer at the Ministry of Finance, Planning and Economic Development (MOFPED) who was nominated by the Ministry as its representative. On its part, the Public Procurement and Disposal Authority (PPDA) maintained Dr. Aloysius Byaruhanga, the Director of Performance Monitoring, at the agency as its representative.
