Dr Eng Andrew Naimanye is the new Executive Director for the Uganda Road Fund (URF).
Dr Naimanye, who has been in the acting position since November 2019, joined the Fund in 2010 as the pioneer Head of Programmes where he is credited with overseeing road maintenance work plans financing amounting to UGX3.2 trillion and ensuring there was value for money.
“He takes on substantial leadership of the Fund at a critical time when it is rooting for sustainability in road maintenance funding,” a statement from URF says.
Prior to joining the Uganda Road Fund, he worked in the United Kingdom for 12 years in several FTSE listed Civil Engineering Consultancy firms rising to Associate Director at Waterman Group.
He also served as Vice Chairperson of the Uganda Road Safety Committee under Ministry of Works.
Dr Naimanye’s engineering career spans over 20 years on the European and African continents. He is a UK Chartered Engineer (CEng) and a Registered Engineer (REng) in Uganda.
Dr Naimanye holds a PhD in Transport Economics, Master’s Degree in Transport Planning, Bachelor’s Degree in Civil Engineering; all obtained of the University of Leeds. He had his high school education at Kings College Buddo.
The Uganda Road Fund was established by an Act of Parliament in 2008 to finance routine and periodic maintenance of public roads in Uganda from road user charges.
The Fund became operational in January 2009
