Prof. Emmanuel Tumusiime-Mutebile died on Monday aged 72 years

Emmanuel Kirenga Baryabota Tumusiime Mutebile was born on 27th January 1949

Education background

After attending Primary School at Kigezi High School and Secondary School at Kigezi College Butobere and Makerere College School, Mutebile was admitted at Makerere University in July 1970 to study Economics and Political Science. In October 1972, he fled the country before completing his degree when, as President of Makerere University Students’ Guild, he was persecuted by Idi Amin

In December 1972, he was admitted to Durham University in their Second Year Joint Honours Course in Economics and Political Science, graduating in June 1974 with a Bachelor of Arts (Upper Second Class Honours) Degree. Here, he studied Macroeconomics, Microeconomics, Economics of Industrial Organization and Structure, Economics of Underdevelopment, Politics and Government of the USA, Politics of Development, and 19th Century Political Thought. He also wrote an undergraduate Dissertation on the Economic Development of Kenya, which won the first prize in Economics of Durham University.

In October 1974, he was admitted to Balliol College, Oxford University, for Economics postgraduate studies. In June 1975, he sat and passed two papers in the Postgraduate Bachelor of Philosophy, the examination which was a requirement for qualifying to pursue a Doctor of Philosophy by research at Oxford University.

From June 1975 to November 1977 at Oxford University, Mutebile was engaged in doctoral research work under Professor Paul Streaten and Dr Frances Stewart for my Doctor of Philosophy thesis on “The Choice of Techniques in Industrial Production in Developing Countries”.

From November 1977 to June 1979, he was teaching at the University of Dar es Salaam while at the same time conducting fieldwork for his Ph.D. thesis. This work would later be interrupted at the outbreak of the 1979 War of Liberation when he returned to Uganda and was not able to find time to complete the research work and thesis.

From 1974-1977: Mutebile taught Economics Tutorials for undergraduates at Balliol College and St. Peter’s College, Oxford University;

1976-1977: Was commissioned by Rapid Results College London to write their syllabus and course for COMMERCE FOR AFRICA; 1977: He was a visiting Lecturer at the Furnham Centre for International Briefing, United Kingdom;

Dec-1977 – Jun-1979: He was lecturer in Industrial Economics, University of Dar es Salaam

Jun-1979 – 1980: Was deputy Principal Private Secretary to the President, State House, Entebbe;

1981: Was Acting Under Secretary, Ministry of Planning & Economic Development; 1982: Chief Government Planning Economist, Ministry of Planning and Economic Development;

Sep-1985: He was promoted to the rank of Permanent Secretary and transferred to the Prime Minister’s Office, in charge of Economic Affairs;

May-1986: He was transferred to the Ministry of Planning & Economic Development as Permanent Secretary. Also Chairman, Agricultural Policy Committee 1986-1996;

Apr-1992 – Jul-1996: Was Permanent Secretary/Secretary to the Treasury of the merged Ministry of Finance and Economic Planning;

Jul-1996 – Apr-1998: Was appointed Secretary to the Treasury, Ministry of Finance (created by splitting the Ministry of Finance and Economic Planning into the Ministry of Finance and the Ministry of Planning and Economic Development);

May 1998: He became Permanent Secretary/Secretary to the Treasury of the re-merged Ministry of Finance, Planning & Economic Development. Also Chairman of the Agricultural Policy committee and Chairman of the Steering committee for drawing up the Agricultural Modernization Plan;

Aug-2000: Worked as a Consultant for the International Monetary Fund in Washington D.C. as a member of the External Review Group on the Fiscal Affairs Department of the IMF;

Dec-2000: He was appointed Governor of the Central Bank of Uganda; 2002: He was re-appointed as the Chief Negotiator, Africa Group 1 Constituency of The World Bank for IDA Replenishment Negotiations;

Aug-2003 – Aug-2004: He was appointed Chairman of the Association of African Central Banks;

26 Jun 2003: He was appointed Chairperson of the Executive Board of the African Capacity Building Foundation, based in Harare, Zimbabwe. He was re-appointed for a second term in June 2006;

12-Jan 2006: He was re-appointed Governor and Chairman of the Board of Directors of Bank of Uganda, for a second term of five years;

12-Jan 2011: He was re-appointed Governor and Chairman of the Board of Directors of the Bank of Uganda, for a third term of five years;

16-Jan 2016: He was re-appointed as Governor and Chairman of the Board of Directors of the Bank of Uganda, for a fourth term of five years;

Honours and awards

19-Dec. 2006: Mutebile was appointed Honorary Professor of Makerere University attached to the Faculty of Economics and Management, and was subsequently appointed Chairman of the Makerere University Private Sector Forum; 6-Nov.

2009: Was awarded an Honorary Doctorate in Economics by Nkumba University;

2011: Was named Central Bank Governor of the Year, African Banker Magazine;

Oct-2013: Was named Central Bank Governor of the Year, African Investment and Business Leader Awards;

2013: Was appointed Chancellor, International University of East Africa;

27-Oct 2015: Prof. Emmanuel Tumusiime-Mutebile was made Chair of Monetary Policy, Banking and Finance at Makerere University;

27-Oct 2015: In his honour, The Emmanuel Tumusiime-Mutebile Centre of Excellence for Private Sector Development was established at Makerere University;

01-Dec 2015: He was awarded the Companion of CPTM by the Commonwealth Partnership for Technology Management Ltd, London;

14-Oct 2016: Was awarded Honorary Doctorate of Laws (LLD) of Bishop Stuart University

Professional experience

Mutebile, as expected, has a rich work experience from across the globe;

  • He worked as a consultant for multilateral and regional organizations including the World Bank, the International Monetary Fund, the Organization for Economic Cooperation and Development (OECD), the Macroeconomic and Financial Management Institute of Eastern & Central Africa (MEFMI), UK Department for International Cooperation. The Commonwealth Fund for Technical Cooperation (CFTC, the Canada North South Institute in Canada, and for the Governments of Rwanda, Tanzania, Eritrea,
  • Kenya and Nepal.
  • Served as member of the High Level Panel of the UNDP for the production of the Human Development Report of the UNDP.
  • Served on the Management Group for overseeing the evaluation of the implementation of the Comprehensive Development Framework of the World Bank in 2001;
  • Served on the 13-Member High Level Panel of Eminent Persons to advise the President of the African Development Bank on “The strategic Future of the ADB in the 21st Century and its Role in Ensuring Africa’s Success” which was Co-chaired by President Joachim Chissano, former President of Mozambique; and Mr. Paul Martin, former Prime Minister of Canada, in 2006.
  • Lectured extensively on Economic Structural Adjustment and Financial Stabilization. I have written numerous articles on Economic Development, some of which have been published in Academic Journals.
  • Was a Member of the Board of Directors of Bank of Uganda from April 1992 to December 2000 when I was appointed Governor of the Bank of Uganda.
  • Spearheaded the design and implementation of the Economic Reform Program that restored Uganda from the economic crises of the 1970s and 1980s to sound economic performance during my service as the Permanent Secretary/Secretary to the Treasury in the ministry responsible for finance, planning, and economic development.
  • The governor was widely travelled throughout Africa, Europe, United States, Canada, Russia, Latin America, Japan, China, India, Nepal, Australia, New Zealand, Malaysia, Indonesia, Hong Kong, Singapore, the Maldives and Madagascar.
  • He was also a Member of the Rotary Club of Kampala for more than 24 years and presently, a Quadruple Paul Harris Fellow of Rotary International.
