Uganda’s central bank, the Bank of Uganda (BoU), has appointed Collin Babirukamu as its new Executive Director of Information Technology. This move is set to bolster the central bank’s digital transformation efforts. His appointment, alongside Ann Margaret Kaggwa Kasule as Executive Director of legal Services, adds fresher perspectives to the central bank’s top leadership.  

Babirukamu, who has been serving as Director of E-Government Services at the National Information Technology Authority (NITA-U), will assume his new role at BoU after completing his notice period with his current employer. His selection follows a rigorous interview process conducted by the BoU Board of Directors in January 2025. 

Driving Ugandas Digital Transformation At NITA-U

At NITA-U, Babirukamu has been instrumental in advancing Uganda’s digital government services, overseeing key initiatives aimed at improving efficiency, cybersecurity, and accessibility of ICT solutions across the public sector. Under his leadership, NITA-U spearheaded, among others, the expansion of the National Backbone Infrastructure (NBI): Enhancing broadband connectivity to government institutions, reducing internet costs, and improving public service delivery. He was also instrumental in the development of the e-Government Strategy, the government’s cybersecurity Strengthening Initiatives, the securing of the National Public Key Infrastructure (NPKI), and the integration of government systems.  

His expertise in artificial intelligence (AI), cloud computing, blockchain, and cybersecurity has positioned him as a leading voice in Uganda’s digital transformation journey.

Babirukamu, who is pursuing a PhD in ICT focusing on Artificial Intelligence, holds a Master’s in Leadership in ICT and the Knowledge Society and a Bachelor of Computer Science (BCS). He has also completed MIT Professional Education (USA) in Digital Transformation, covering AI, IoT, blockchain, cloud computing, and cybersecurity.

Collin Babirukamu is a respected technology leader with a proven track record in digital transformation, cybersecurity, and financial technology. As the newly appointed Executive Director of Information Technology at the Bank of Uganda, he is set to drive the central bank’s modernization agenda, enhance digital banking, strengthen cybersecurity, and advance the National Payments System to ensure seamless and secure financial transactions across Uganda.

Prior to NITA-U, he was also the Chief Information Officer (CIO) and Head of IT at the National Social Security Fund (NSSF) in Uganda, an IT Consultant for the Integrated Financial Management System (IFMS), and the Ag. Director, Public Sector East Africa (Uganda, Tanzania, and Ethiopia) at Oracle Corporation.

His appointment to BoU signals a continued push for modernisation and technological innovation in Uganda’s financial sector.

Ann Margaret Kaggwa Kasule Elevated To Executive Director, Legal Services

Alongside Babirukamu, Ann Margaret Kaggwa Kasule has been appointed Executive Director, Legal Services. Kasule has served as Head of Legal Services (Legal Counsel) at BoU since 2004, playing a pivotal role in shaping the bank’s legal framework and ensuring compliance with financial regulations.

Prior to BoU, she was a Senior Revenue Officer at the Uganda Revenue Authority (URA), a Legal Officer at Katende, Ssempebwa & Co. Advocates, and a Lecturer and research Assistant in the Commercial Law Department at the University of Transkei, South Africa.

She holds a Master of Laws (LL.M) in International Finance and Banking Law and a Bachelor of Laws (LL.B).

She also holds a Postgraduate Diploma in Legal Practice, a Certification from the Chartered Governance Institute of the UK & Ireland and is also an Advocate of the High Court of Uganda.

Kasule’s deep financial and banking law expertise is expected to strengthen BoU’s regulatory and compliance frameworks, ensuring a robust and legally sound banking environment.

Collin Babirukamu joins the central bank at a critical time in its modernisation agenda. He brings a wealth of experience in digital transformation, cybersecurity, and financial technology. His expertise in artificial intelligence, blockchain, and cloud computing aligns seamlessly with the Bank of Uganda’s strategic vision to enhance the National Payments System, fortify cybersecurity frameworks, and explore emerging financial technologies such as digital currencies.
